So - you have workers. But do they qualify as employees, for holidays, SSP and pension, rest breaks, minimum wage etc?

To get to that answer, one potential solution from the Taylor Review* is the provision of an online 'tool' for workers, to assess their legal employment status.

If a person is not self-employed for example, the burden of proof could then be put on the employer to disprove that in an employment tribunal.
